Indicting grand juries (IGJ) are used for serious and highly violent crimes ranging from aggravated assault to rape to murder. IGJs are held in place of preliminary hearings when prosecutors determine the occurrence of past, current or potential acts of witness intimidation.
Evidence against the accused is presented to the IGJ. The prosecutor presents evidence to the jury. Twelve of the 23 members must agree that probable cause exists for a crime to have been committed. Jurors vote and if a majority agrees to an indictment, the criminal case moves forward.
